RISK MANAGEMENT FOR NAVIGATION SAFETY WITH STRAITS PILOT
In the Straits of Malacca and Singapore, vessels constrained by her draft with up to 21.90 metres, continues to be impeded by others vessels transiting the straits.
Straits pilot play important roles and advises Master of deep draft vessel of the following potential risk and the accurate action required:
- developing crossing situation with vessels departing/arriving ports in Malaysia, Singapore and Indonesia;
- maintain minimum required dynamic UKC of 3.50 metres at all times as required by IMO;
- speed management to arrive shallow patches with the required height of tide;
- navigation decision in salvaging vessels from emergency like fire, engine room flooding; engine and steering gear malfunction,
- potential impede of navigation by other vessels in the vicinity;
- existence of obstructions and shallow patches;
- obstruction of local fishing boats and safe deviation;
- broad alteration of course during strong tidal condition especially at Medang and Philip Channel;
- safe heading and engine manoeuvre with limitations of deep draft vessels;
- including any other situation not listed above.
MPMC Marine Straits Pilots support Master and the bridge team in the early detection any potential developing situations highlighted above that could compromise navigation safety of deep draft vessel i.e. laden VLCC or Capesize bulkcarrier, in the Straits of Malacca & Singapore prevent grounding, collision and environmental pollution.
This factor is even more critical paying due regards of the high density of traffic along the complicated Straits of Malacca & Singapore and obstructions that exist along the charted route.
